Dolbeare Meadow, a forward-thinking commercial scheme in Ashburton, Devon, has received over £2 million to kick-start its first eco-focused phase.
The project, spearheaded by Poppy Holdings, combines environmental sustainability with commercial viability and aims to serve as a new benchmark for responsible development in the region.
The initial phase will feature a 4,300 sq ft convenience store—already pre-let to a major retail brand—alongside key site infrastructure. Each new building at Dolbeare Meadow is set to operate with all-electric systems, meet EPC A ratings, and incorporate timber cladding to blend seamlessly with Dartmoor National Park’s landscape. Up to 12 EV charging points will be installed, and conservation measures will safeguard local wildlife.
Financing for the project has been arranged via Blackfinch Property, which is providing a £2.1 million loan at a 65% loan-to-value ratio. The facility runs over 14 months, underwriting a gross development value of £3.26 million. Phase One will cover construction of the convenience store and vital utilities, while Phase Two focuses on additional retail and commercial units, as well as fully serviced plots that can be sold. Once completed, the convenience store will be sold off with its lease in place.

Future plans for Dolbeare Meadow include a drive-through café, an EV charging park, and more business units, all intended to meet growing demands for greener infrastructure. By blending strong environmental credentials with market appeal, the development offers a promising model for sustainable commercial construction.
